Professor Trelawney. Just get a skirt, shawl, a pair of boots, wacky glasses, and a lot of beads. You can then poof your hair and make it all crazy.
A ghost would be cool too if you have a lot of white powder and clothing.
If you have a handy cardboard box you could make a Bertie Bots every flavor beans costume which would be incredibly nifty.
